The new commission chairman, Eldrin Bell, who headed the Atlanta police from 1990-94, "wanted a seamless transition of white to black here," said the panel's chief of staff, Clark Talmage Stevens. "And here comes the sheriff firing everybody in sight." Stevens, a former adviser to Presidents Jimmy Carter and Ronald Reagan, called it "an embarrassment" and "a blatant mass political firing," and added: "This is all over the country, like we're a bunch of goofballs."
