.....There was a time when predators could come into a home, while the resident was there, take anything thing they wanted, and unless the resident could prove that there was a threat to their life, the predators ( burglar, home invader ) would have free reign over the home, and it's contents. While the predator was doing his deed in the home, the resident would have to retreat to a safe area, hide, exit the residence, or go back to sleep.

......Under these circumstances, unless the resident could prove, without a shadow of a doubt that their life was being threaten or in danger, the resident could be convicted, sued in a civil court by the predator or the family of the predator.....Even he the resident was found not guilty, civil action could still be brought against the resident. By the time, the the legal cost was over, the resident would have been better off by lending help the predator, tote the stolen items from the residence.

.....This added to the fear of not being able to defend your family or that of your family, due in part that the Predator knew that his rights was protected against any hostile action by the resident. This also created hesitancy on the part of the resident to react the safety of the family; Therefore, It really didn't matter too much if the resident was in the home, or not.
....What is now referred to a Home Invasion, was once called a Burglary. This State Law became the Game Changer :

Who knew that an innovative initiative that is showing dramatic success in decreasing the number of children incarcerated in Clayton County was actually sparked by a “failure” in the system. So goes the story of how Juvenile Court Judge Steven Teske was inspired to create the Finding Alternatives for Safety and Treatment (FAST) panel, a program that statistics show is having a major impact in the county.

“We focus on alternatives to detention,” explains panel member John Goolsbee, of Clayton County’s Department of Family and Children Services. “The idea is not to put children in jail, but to treat them so that they have the opportunity to become productive citizens.”

Roberta (Roberta) Abdul-Salaam (D-SH074)

Roberta Abdul-Salaam, a native Georgian, is currently an active member on the Economic Development & Tourism, Judiciary Non-Civil and Transportation Committees. She also serves as Associate Director of the Southern Christian Leadership Foundation and Chair of the political action committee for the Clayton County NAACP.

She works as a paralegal with the firm Golden & Associates, and was recently sworn in by Juvenile Judge Steven Teske as a member of the F.A.S.T. Panel of the Clayton County Juvenile Court, which addresses the problem of juvenile delinquency through a program of "prevention rather than detention," providing community-building alternatives to troubled youth. Abdul-Salaam has long worked to educate and empower Georgia's voters.



She is the Founder and President of Grassroots Connection, Inc, and has conducted voter empowerment training for numerous organizations, including the National Conference of Black Mayors and the National SCLC Convention. In July 2003, she was appointed to the Clayton County Board of Elections, the first in the county's history, and served as the first Chair of the Board. Abdul-Salaam was the Region One Director of the Georgia Coalition for the Peoples' Agenda's Voter Empowerment Crusade, which registered over 40,000 voters in 2002, including 2000 high school seniors in metro Atlanta public schools. In recognition of her service, Abdul-Salaam has received many honors, including a Service Award from Mrs. Coretta Scott King, and a citation from former Secretary of State, George Schultz. Abdul-Salaam is the mother of four adult children and the proud grandparent of four. A resident of Clayton County, she is an active member of New Macedonia Baptist Church in Riverdale, where she serves on the Missionary Society and works with the Youth Ministry. District 74 includes a portion of Riverdale in North Clayton County and North Fayetteville in Fayette County.

Police: Teens admit to 20 burglaries in Clayton County

CLAYTON COUNTY, Ga. - Three metro area teenagers face several charges in connection with a crime spree in Jonesboro.

Neighbors had reported several break-ins, and car thefts in the subdivision in recent months.

"The night they got me, I know of two others the same night. A week and a half before, they hit my neighbor next door," said Mike Stone.

Police said they spotted the suspects in a stolen SUV after a break-in on Monday. They pulled over the SUV and caught the three teens, who authorities said tried to outrun police.

Officers displayed several firearms they recovered during Monday's arrest of the three juveniles now charged with the crime spree. The suspects are aged 15 and 16, according to Clayton County Police Lt. Chris Windley.
